programs: Add winemsibuilder.

This is a command line tool that allows you to build an MSI package from
a set of .idt files and various other files. An .idt file is a text file
that describes a single installer database table.

The intention is to use this tool to build installers for Wine add-ons
such as Gecko and Mono.
