riched20/tests: add test for WB_ISDELIMITER

Five years ago, a student in a UCLA class I help out with, Brian Chang,
submitted some fixes and tests for EM_FINDWORDBREAK that
didn't ultimately make it in.  Recently, James McKenzie had
another go, but his tests were too complicated.
So I wrote some simple tests for just the WB_ISDELIMITER
part of EM_FINDWORDBREAK to help move things along.
James and Dylan reviewed them and added a couple lines to
the test tables.  Thanks to James for getting this going again.
