netapi32: improve stubbed NetGetJoinInformation function

This should fix http://bugs.winehq.org/show_bug.cgi?id=26952

As stubbed function returns NERR_Success, application expect the buffer to be filled with a domain/workgroup name. To avoid crashes of apps, for now fill the buffer with a fake workgroup name
