[PATCH 3/7] quartz: Return more descriptive error when IMediaSeeking interface is requested from Parser.

    Since the Parser interface does not support querying IMediaSeeking, and
this is not immediately obvious, report an error rather than a FIXME when
such a request is made.  This patch is optional, it does not support the
following patches.
