[1/2] d3d9/tests: Test partial block locks

Changes from the last version:

*) Fixed creation of D3DPOOL_SYSTEMMEM surfaces
*) Use half the block size instead of blocksize - 1 in the locks that are 
supposed to fail.
*) I did something wrong when testing the previous versions on Windows, so the 
old patches got ATI2N wrong. This format allows 2x2 locks on AMD and old 
Nvidia cards, and 4x4 locks on newer Nvidia cards. The blocksize according to 
the format spec is 4x4, so I marked the 2x2 size broken. The implementation in 
wined3d is adjusted as well
