po: Add English (Canada) resource (try 2)

Removed the configure part.

I think the LINGUAS part is right but I'm not sure.  Is this 
automatically updated?  Doesn't say in the Wiki.

Copied en.po and made the necessary corrections to create en_CA.po 
(-is/-iz).
