kernel32/tests: add tests for GetDllDirectory (try 3)

Try 3:
- do not check last error on successful return
Try 2:
- combine the A/W tests
- don't assert
- use broken() to check Wine's behavior
- unset the directory afterwards to not affect other tests
- generally be more elegant
