user32/tests: test keyboard layout name for all HKLs

This lets "test_keyboard_layout_name" run for all HKLs
available in wine. I've found special HKLs, so I've 
limited it to less than the last available HKL id.

I've run it on WindowsXP with multiple HKLs, tested
French 0x40c040c, because of the letters in the HKL.
And I've also run it on layout/locale mixes like
e.g. 0x4070436. Of cause I ran it on testbot.

All tests succeeded. While testing the test I've found
bug #28670. I need this modification for further HKL
tests in wine.
