[PATCH 5/5] quartz: Fix converting between the media time and REFTIME (resend).

Description:
    IMediaPosition and IMediaSeeking do not store times in the same
format, resulting in the radio music not working in Fallout 3 and
Fallout New Vegas (Bug #24478) due to the stream time constantly being
retrieved and set (incorrectly).  This patch adds support for
converting between the REFTIME format (IMediaPosition) and the
TIME_FORMAT_MEDIA_TIME format (the only currently supported format for
IMediaSeeking).
