oleaut32: Record DocString field in ITypeInfoImpl structure in function ITypeLib2_Constructor_SLTG.

This patch need for recording DocString field in ITypeInfoImpl 
structure in function ITypeLib2_Constructor_SLTG.
If the field is blank, then the information collected in oleview are 
consistent with those that we obtain when using native library. As well 
as problems with loading TypeLib.
