[PATCH 2/4] hhctrl.ocx: Implement HH_GET_WIN_TYPE (try 4).

The attached patch implements HH_GET_WIN_TYPE, allowing applications
to retrieve the properties of an HTML Help window.  This version of
the patch has been updated to include a structure for storing the
non-const ANSI strings and freeing them when they are no-longer
needed.
