[PATCH 1/1] hhctrl.ocx: Fix parsing of some TOC topics that reference other files.

Description:
    This patch checks whether the "local" TOC parameter actually contains a
protocol reference to another CHM file and loads that information into the
"merge" parameter.  This change allows CHM files that reference neighboring
CHM files to properly load those contents items (remainder of Bug #21013).
