wineoss: GetStreamLatency is constant, SNDCTL_DSP_GETODELAY is dynamic.

Hi,

I hope that Andrew will write a patch for wineoss to use GETODELAY in GetPosition.
I still don't have OSS4 on any accessible machine, which is bad for testing.
GETODELAY can only be called while running.  When stopped etc., the GetPosition
should behave like winealsa.
