[PATCH 8/8] hhctrl.ocx: Properly show HTML Help dialogs without Tri-Pane display.

Not all HTML Help dialogs use a Tri-Pane display, this is especially
true of help dialogs that are embedded into an application.  The
attached patch hides the toolbar and the navigation pane when a
Tri-Pane display is not requested.
