[PATCH 2/9] hhctrl.ocx: Permit WS_CHILD help windows (resend).

Elster sets the WS_CHILD property on its help window in order to embed
that window in the main application, this patch supports that feature.
 Since this is achieved by getting/setting the HTML Help properties it
is necessary to implement this feature before
HH_GET_WIN_TYPE/HH_SET_WIN_TYPE in order to keep the application from
crashing.
