[PATCH 7/9] hhctrl.ocx: Implement HH_GET_WIN_TYPE (try 2).

The attached patch implements HH_GET_WIN_TYPE, allowing applications
to retrieve the properties of an HTML Help window.  This version of
the patch has been rebased to no-longer require casting the "window
name" string.
