ntdll : add ThreadQuerySetWin32StartAddress in NtQueryInformationThread

This patch adds ThreadQuerySetWin32StartAddress in 
NtQueryInformationThread.
Run tools/make_requests after applying patch to regenerate server 
protocol stuff.
Patch removes problem with message 
"fixme:thread:NtQueryInformationThread info class 9 not supported yet".
