[PATCH] user32: Fix menu hide/show delay

Delay the menu in Windows regulated key in the registry. Wine is a no 
delay, and the user is forced to make very accurate job of controlling 
the mouse to select sub-menu,one awkward movement and the current menu 
is closed and opened the other, in whose field shifted pointer.

This code sets timeout menu to the value specified in the 
HKEY_CURRENT_USER\ControlPanel\Desktop\MenuShowDelay.
