[PATCH 1/2] setupapi: Report the correct target file with SPFILENOTIFY_FILEEXTRACTED.

Silverlight's PlayReady component expects that
SPFILENOTIFY_FILEEXTRACTED return the same filename that the callback
specified from SPFILENOTIFY_FILEINCABINET, if this is not the case
then PlayReady individualization bails and never attempts to create
the user's profile.
