[PATCH 23/25] mciseq: MCI_PLAY does not reset the tempo to defaults.

Hi,

Basically, you can use the MCI set tempo command and observe that
1. the player's execution speed reacts to the tempo setting
2. Status length or position (in ms) do not depend on that change(!)
3. the Play command does not necessarily reset it.

Of course, if there's a tempo event at time 0 in the file
and you play from the start, that'll reset the tempo.  That's
when I decided to make the tempo in tests/mcimidi.c conditional.
