winmm: Turn some MCI parser ERR into FIXME.

Hi,

The choice of MCIERR_XYZ is not backed by tests since I did not
instrument a native system with a broken MCI driver. Instead it is driven
by scanning winmm_res for texts that are appropriate in context, as many
winmm apps will display the error text in a requester.

ERR is IMHO not appropriate because Wine's MCI properly recovers from
the situation and does not get into inconsistent internal state.
