[3/5] vcomp: better stubs for _vcomp_for_dynamic_init, _vcomp_for_dynamic_next

Change since last sent: no longer include ../vcomp_private.h from test, since
that's not allowed.  Instead, put the semiprivate declarations into new include
<omp.h> (which will eventually have the usual definitions needed to build openmp
apps), protected by #ifdef WINE_VCOMP_INTERNAL.
