vcomp: better stub for _vcomp_fork

Changes since last try:
- Tests pass on both 32 and 64 bit
- Use duplicated private header for semipublic entry points
- Don't fail if dll missing

As noted earlier, to test locally with native DLLs, you'll need to
work around bug 31603 by editing the manifest,
and to test on winetestbot, a fix for bug 31609 needs to be deployed.
(A later patch will forward vcomp100 entry points to vcomp, and add
tests for vcomp100, and those will pass on testbot without a fix for
31609.)

This is my first amd64 assembly, so please be kind.
