[PATCH 2/2] shell32: Create the All-User Microsoft directory (resend).

The PlayReady DRM requires the "Microsoft" folder to exist in the
common application data folder (CSIDL_COMMON_APPDATA) before it will
create the "PlayReady" folder inside of it.  With this folder in
existence the PlayReady DRM component will properly install, resolving
Bug #29957.
