server: Report a default DACL for registry keys.

Apparently there's one more tweak for getting Office 2010 installers
to not have issues with the new advapi object information (Bug
#32360).  The installers expect a DACL to be reported for registry
keys, so this patch adds a simple world-access DACL to the default
security descriptor that gets returned for such keys.
