[PATCH 2/2] server/advapi32: Report a default DACL for registry keys (try 2).

Apparently there's one more tweak for getting Office 2010 installers
to not have issues with the new advapi object information (Bug
#32360).  These installers expect a DACL to be reported for registry
keys, so this patch adds a simple builtin-users DACL to the default
security descriptor that gets returned for such keys.  This version of
the patch has been updated to include tests and to use the
builtin-users SID instead of the world SID, since this SID appears in
all the Windows versions available on the testbot.
