winmm: WAVE_OPEN_QUERY causes no WIM/WOM_OPEN notification.

Hi,

our winmm/wave tests really are a pity. Not a single test involving WAVE_FORMAT_QUERY!

The pre-mmdevapi code was almost correct (except that the handle is not zeroed).

W95 behaves the same as testbot.

I think the wave tests would benefit from splitting
- tests that suffice to run once per device, from
- tests that should be repeated with lots of different audio formats and flags
but I'm not at all eager to change that code.

One idea was to perform the tests with many formats first, remember one format
that opened successfully, then perform the others tests using that format.
