tools: Upgrade the config.guess/config.sub scripts

preserving Wolfram's patch (in config's git: ab91362155e9590fe53e60027f162e405a34e2c6)
It'll be needed for AArch64 (I'll call it ARM64 like the kernel people do). I'll clean up my patch series this week (some hacks were needed for the proof of concept).
