[1/6] windowscodecs: Add tests for IPropertyBag2

This set of patches is mainly based on some of my previous patches but split 
into smaller parts. 

The first patch contains the tests and the following patches add the method 
implementations step by step like recommended by Vincent.

I have also fixed the problems noted by Vincent.
