[4/4] kernel32: Don't move fixed memory area in GlobalReAlloc. (try3, resend)

This closes bug 14819.

try 3:
 * Separate tests to another patch and add tests with MOVEABLE flag.
 * Use LMEM_MOVEABLE where needed.
 * Update this patch to check MOVEABLE flag.
