[PATCH 2/2]vbscript: Implemented builtin function CBool

(This is a re-submitted patch due to applying failure of the
previous one.)


Implement builtin CBool, with a introduction of helper function, return_bool.
And some tests are also added,  it has passed the testbot testing.
