[PATCH] kernel32: use ANSI code page if current thread locale is (try 5)

Try 5:
	- don't assume English-US locale
	- change some style to match rest of file
	- initialize 'cp' to known value before passing to GetCPInfoEx
	- more error checking for GetCPInfoEx
