[2/2] kernel32: Add support for GetConsoleScreenBufferInfoEx (supersedes patch 99305)

This patch adds support for GetConsoleScreenBufferInfoEx in dlls/kernel32.

It supersedes patch 99305 by checking that the detected OS version is Windows Vista or later.
