regsvr32: Convert to Unicode

This patch converts the ANSI source in programs/regsvr32/regsvr32.c to Unicode.

The fallback to WriteFile if WriteConsoleW fails is not included in this patch, because I wanted to reduce the number of changes requiring review.  The fallback to WriteFile will be added in the next patch.
