regsvr32: Convert to Unicode (try 2)

This patch converts the source in programs/regsvr32/regsvr32.c to Unicode and updates a few resource strings for greater clarity.

The fallback to WriteFile is not included in this patch, in order to reduce the number of changes requiring review.

This patch replaces numbers 103723, 103724 and 103738.
