[PATCH 1/1] fonts: Add a subset of Liberation Sans as an Arial replacement.

Since the entire Libration Sans font is a bit large, this patch adds
the subset of Liberation Sans symbols that coincides with the symbols
available in our current Tahoma font.  Arial is needed by a variety of
applications (Bug #34516, Bug #33482, Bug #32323, Bug #30709, and Bug
#8060), but under most circumstances the whole set of symbols is not
strictly necessary.  It is worth mentioning that this version of
Liberation Sans is licensed under the SIL Open Font License, which, to
the best of my knowledge, is compatible with our licensing
requirements.

This patch is unrelated to patches 103647-103651.
