loader: More generic pre_exec for Linux

This way we can also catch a bad VMSPLIT on e.g. ARM and we set the RLIMIT_AS always on 32-bit
The threading check is not really needed anymore i think (at least i never have hit it and i tried various platforms for wine already),
but i'd leave it there for i386 anyway
