gdi32/tests: GetGlyphOutlineA is broken for johab charset on windows.

This fixes the test failure near line 4263 in gdi32:font on Windows 8.1.
I found that Johab's GetGlyphOutlineA is broken on windows, too.
The API ignores the high byte value when I request Johab glyphs.
