user32: Reduce the minimum Set[System]Timer from 15 ms to 10 ms.

Based on additional test results (Bug #34915) the minimum timer value
should really be the documented value of 10 ms.  The attached patch
fixes this issue and adds an additional broken timer test case to
cover spurious results from win2k3sp0.

This patch is unrelated to patches 103647-103651.
