[1/5] regsvr32: Implement new method of handling arguments/flags (try 3)

This patch replaces the existing argument/flag handler in regsvr32.c with a new handler based on a switch statement.

Unix format filenames are supported in this version. (Previous versions broke this support.)

The patch supersedes patches 104386 and 104497.
