[1/2] user32: Add test for SendMessage race condition.

This creates a very specific set of circumstances where Wine's
SendMessage returns early with undefined data. This happens if the
sending thread is already in a SendMessage call for an inter-thread
message, that message has already received a reply when the inner
SendMessage call happens, and the receiving thread is sufficiently
slow to process the inner SendMessage.
