winecfg: add all Windows versions and accompanying error message (try 3)

Hi,
Third time submitting this.

My previous patches had issues with spaces.  I'm attaching, rather than inlining, which seems to fix this problem.

Instead of a MessageBox I'm now using a dialog with a SysLink to link to the FAQ so the user can just click their way to the FAQ.

No cheeseburgers were harmed in the making of this patch.
