winspool.drv: Allow spooling directly to a postscript file.

OrCAD 16.6 expects to be able to spool directly to a postscript file
(ex: Z:/home/username/Schematics/CapOutput.ps).  The attached patch
checks for a DOS style path (Z:) and permits this behavior, allowing
OrCAD's PDF printing capability to work properly.
