[2/2] shlwapi: Test SHFreeShared with NULL handle

Adds a test to shlwapi/tests/ordinal.c that passes a NULL handle to
SHFreeShared and checks for return value and last error.

Has been ran successfully on Wine Test Bot:

todo_wine has been removed for patch submission.
