[website] Website update Downloads page

This updates the Downloads page to include the WineHQ packages. The layout is intended to clearly differentiate the WineHQ packages from the distro-built ones. Links for the WineHQ packages lead to the distros' respective pages on wiki.winehq.org, which have already been updated with instructions for installing the official WineHQ packages.
