pdh: add PdhGetLogFileTypeA/W stubs

The function is undocumented, but from reading the documented
functions, especially PdhGetLogFileSize
(https://msdn.microsoft.com/en-us/library/windows/desktop/aa372639%28v=vs.85%29.aspx),
I made an educated guess.
