shell32: add SHCreateSessionKey stub

Dmitry sent a patch, https://source.winehq.org/patches/data/102530,
but it was dropped without comment. He has no plans to resend,
https://bugs.winehq.org/show_bug.cgi?id=35630#c5, so sending a stub to
at least prevent a crash.
