Add support for Windows 2012/R2 (plus clean-up)

1. Add support for Windows 2012 and Windows 2012 R2.
Self explanatory.

2. #ifdef out Windows 2008 R2 for 32-bit.
Not available for 32-bit.

3. Reorder server versions in winecfg.
Move the server versions out of the way. It's unlikely a user will need 
anything other than a workstation version, and number of options are 
starting to build up!

4. Remove superfluous #else.

I realise that these will probably need separate patches but it makes 
sense giving all the changes are in the same area of the code. Just 
shout and I'll send them separately, and try with the least mess possible.

I could also add NT4 and 2000 server but I'm not sure that anything 
actually checks for workstation/server.
