[PATCH 4/6] server: Implement the interface change notification object.

This patch is the meat of the interface change notification object,
which uses RTNETLINK to create events when an interface is added or
removed.

Note: Per AJ's request, this patch has been updated since the last
review to set errors locally, rather than passing the error up to the
caller.
