ws2_32: Implement returning the proper time with SO_CONNECT_TIME. (resend)

I know that Bruno was also planning to work on this, but haven't seen any
attempt since my last submission over three months ago. If there is a better
solution for all this, I am pretty sure that it still can be changed later.

Based on a patch by Erich Hoover.
